Great Bend of the Yellowstone Lewis & Clark Heritage Regional Bicentennial Commission Meeting Minutes
Attending: Sandra Cahill, Doris Whithorn, Ellen Woodbury, Jackie Robbins (taking Ellen's place), Diana Seider, Brian Sparks, Ed Schilling, Sandi Blake, Tom Biglen, Jeanne Souvigney, Dick Baerman, Patricia Grabow.
October 22, 2001
Meeting called to order by Sandra Cahill, co-chair. Ellen introduced Jackie Robbins who will be taking her place on the Commission. Big Timber participants Sandi Blake and Tom Biglen introduced themselves.
#1. Driving tour signage: Jeanne Marie reported on progress. Some members did drive it and looked at all the sites. They know who the contact persons are. Need to contact John Axeline for Dept of Transportation regarding the warning signs in I 90 for the Interpretive Sign site. Reviewed list of sites. Penny made motion to accept the committee's work, Ellen seconded. Passed. Jeanne & Jackie will f/u.
#2. New grant applications are due Dec 21, both project and operational grants. Several suggestions were made, i.e. murals again, Obelisk on Park St. Was decided to bring ideas to next meeting for final decision making.
#3. NPS Challenge Cost Share grants were funded at $5 million by Congress. Applications are available on-line and are due January 2002.
#4. Operational grant monies renewed for this year by State Commission. Discussed how it was used this year, how much left, how much more we might need by end of year. Agreed to review our needs for next year and take in consideration Sweet Grass County has now joined us and ask for what we think we will need. PO Box, stamps, stationary, travel, meeting fees, etc. Ellen and Jackie will work on this for next meeting.
#5. Interpretive sign footprint? Ellen reported that she sent a request for time extension to Clint for the Interpretive signs due to delays from the designer. Wendy has notified Ellen that the draft is ready. Needs to be approved by the Montana Historical Society, Livingston Depot Museum and Yellowstone Gateway Museum. The "footprint" is here. Park Electric has agreed to do the foundation work. Phillip Morris Co. will provide workers. Also had an offer of help from Gary's Backhoe for truck/backhoe work along with a check.
#6. Scrapbook idea: Doris has collected the trivia items from the newspaper since it started (July). Agreed that all members will collect things and get them to Doris. Ellen will purchase a book with cellophane pages for her to use.
#7. Walking tour brochure discussion was deferred due to Becky's absence.
#8. Murals: Jeanne offered to call Clint to inquire about why it was not successful last year and perhaps get ideas on trying again. Other walls in town were suggested.
#9. Sandra gave a very comprehensive report on the Annual Conference and a copy will be filed with these minutes. Penny, Brian, Patricia, Jeanne, and Sandi added comments. Discussed the need for representation at the next RBC meeting in conjunction with the State Commission meeting next Feb 11,12 in Dillon.
#10. Law enforcement report by Sandra from Mike Cooney at Conference. Very concerned about coordination taking place between local services, public safety, sanitation. Written paper from local rep MHP Driscoll given to Penny to relay to Clark (Sheriff).
#11. Remainder of meeting was spent getting the Bud Lilly presentation arrangements made. Due to late hour, rest of agenda was deferred until next meeting. Other than speaking to the need to have representative be at the Travel Montana meeting in Bozeman on 11/7/01. Sandra offered to be that rep.
