Great Bend of the Yellowstone Lewis & Clark Heritage Regional Bicentennial Commission Meeting Minutes
Attendance: Becky Douglass, Diana Seider, Jackie Robbins, Doris Whithorn, Bob Ebinger, Jeanne-Marie Souvigney, Bob Raney, Penny Carpenter. (Severe snowstorm and icy roads kept Sweet Grass folks away.)
January 28, 2002
Held at the Rural Fire Dept building at 6:00 pm.
Chairman, Becky Douglass called the meeting to order. Minutes of the previous meeting, Nov 26, had been sent out and were approved.
Penny reported on the awarding of our Organization & Planning Grant for 2002, in the amount of $2,000. The official announcements will be made in Dillon at the next State Commission meeting and the money will follow signing letters of agreement near the end of February.
Becky reported that the Walking Tour Brochure created by the middle school students, "Junior Corp of Discovery" has been printed. 11,000 copies at a cost of $1,000. Discussion followed as to where to store them and how to distribute them. For now, they will be kept at Becky's home. Suggestions for distribution were the art galleries, museum, Depot, motels and bed & breakfast facilities. Doris will check on cost for holders and we will discuss again next meeting.
Other Grants: "Special Events" grant is available and has a May 1st deadline; Challenge Grants for humanities programming also has a May 1st deadline; State Commission grant was applied for for Obelisk and result will be announced at Dillon meeting. (found out that State had 44 applications, 13 were awarded funding and ours was not one of those.) Group agreed we need to focus on completion of both our Interpretive Sign project, as the weather improves, and the Driving Tour Signage project. We must have the Interpretive Sign done by June 1, 2002 and Penny & Jackie will find out the date due for the Driving Tour project. (found out this is June 30, 2002).
Financial report: Jackie Robbins reported that she & Penny and Brian had met with the county Finance Officer to organize the funding by sources for ease of tracking and that was done. She brought pages of current status from him for this meeting but was still unclear as to where we are. Jackie & Penny agreed to meet with him this week for clarification. (This was done and we found another small error that will be corrected) Interpretive Sign fund balance: $22,180.00. Driving Tour (Challenge Cost Share) fund balance: $10,000 not yet deposited but available from State Commission. Walking Tour Brochure fund balance: 0 ($1000 spent on printing). O & P fund: 0 ($2000 coming). Financial report will be brought to each meeting by Jackie.
Corridor Meeting in Billings discussed. This is an invitation from the Billings RBC, Jeff Dietz, to attend a gathering February 23. No one from this meeting is able to go. Penny will send a note asking if anyone else can go. Sweet Grass has two people interested in going. Cost is $10.00 and will be paid from O & P Grant. (Just got the e-mail that Jeanne-Marie is going, hurray!)
State Commission and RBC meeting 2/11 and 2/12 in Dillon- Gwen Childs and Penny Carpenter will be attending.
Driving Tour Report: Jeanne brought photos of all the sites for this tour. She & Jackie are working on identifying private landowners for 2 or 3 sites now. Will be making follow-up calls to John Axline from the D.O.T. Meeting set for tomorrow for those interested in helping with text.
Bozeman signs need to have a permit for placement on east-bound highway. We need to know from KLB Graphics when the signs will be done. First need to have the approvals back from Mt. Historical Society, Crow Nation and local museums.
Other business: Will be supporting the Livingston Depot programs this summer and as soon as Diana has dates, we will post them on State Website.
Information from riding to Dillon with Gwen Childs of B.T.: Sweet Grass Rivers Across Commission is planning a Clark & Lewis dinner on April 20. Will be a dinner and show at the Legion; 5:30 pm cocktails, 6:00 pm dinner and then the play by the Vigilante Theater group. Cost $25.00.
Bob Raney shared information about a friend of his from the Crow tribe, Elias Goes Ahead, and his willingness to share oral history programs. Feels it would be very interesting.
Next regular meeting will be Feb 25, Monday at 6:00 pm. Becky will be absent and not sure about Sandra being back.
